Military tribunals?

Some people are saying 9/11 was an act of war. This is what the terrorists want: they want to be soldiers.

Calling it an act of war dehumanizes the victims into mere "collateral damage", and justified the further loss of lives in retaliation.

Also, how is bringing them to New York dangerous? KSM doesn't have superpowers, and he'd better hope he's not released onto the streets of NYC.
