Amendment XXVIII

This was pretty verbose, so I give you...

1. Within the United States, and any place subject to their jurisdiction, membership in the human species shall be deemed a necessary and sufficient qualification for the status of personhood.

2. The Congress shall have power to enforce this article by appropriate legislation.
